Chapter 4 — Diplomatic Misalignment

Diplomacy expects explicit thresholds, unambiguous commitments, and clear signaling. Japan’s high-context communication often provides none of these.

Phrases such as「武力行使」("use of force") or「存立危機事態」("existential crisis situation") carry narrow, domestic meanings reliant on shared understanding of legal fictions. Abroad, they are interpreted literally.

Failure modes:

  1. Escalation by misreading
  2. Narrative divergence between domestic and foreign audiences
  3. Diplomatic distrust
  4. Weaponization of ambiguity by rival states

Japan’s under-communication creates a vacuum. Foreign actors fill in missing context with their own assumptions, often resulting in exaggerated or hostile interpretations.
